They update the forums semi-regularly and I'm pretty sure they do a lot of work with translating and uploading the Shippuden. (I'm not the person to ask about that stuff though, I'm sure Lokyilo has a better idea)

If their subbing the episodes themselves then they're idiots. We got animefreak and naruto get for that shit. They need to worry about updating the out-dated information on their sites and optimizing this shit man it's literally years old with the same old basic shit. And they can't even respond to user problems? I really can't complain much because I'm on it, but still, iDunno what the fuck I'm saying really this site is awesome. *throws kunai at you* ugh...

Your sarcasm hurts my soul, it really does.
But I believe this layout right now is what works the best for them. They tried to add things such as the live-chat that just bore people because they are foreign.
I do think updating the info on the site is a good idea though.
