Gatou was a very important ship magnate before he got killed by Zabuza. His shipping company was merely a facade for illegal activities like smuggling and dealing drugs.

He hired Zabuza and his team, so that they would prevent Tazuna from finishing the bridge. Making sure that the Wave Country didn't had any contacts with the other countries. Leaving the country in the hands of Gatou to control and rule it. He was a very ruthless man who wanted to accomplish his goal by all means necessary, even if that meant killing innocent villagers.

it bothers me when people cry. O_O
